Threshold Rule. A deterministic policy rule that counts qualifying events inside a declared scope and triggers a consequence when the count crosses a named threshold.
A threshold rule is not the same thing as the score window that evaluates it. The rule belongs to policy and must be explainable: what counted, over what interval, under which scope, and what action follows. The score window may be disposable, but the decision produced by the rule needs preserved triggering evidence and audit.
