Its governing rule is the lossy telemetry boundary: observation may help humans understand behavior, but it must not become the home for approvals, rights, decisions, or outcomes.
The Observation Plane can still watch derived behavior, including confidence calibration, so operators can see when the Intelligence Plane's uncertainty stops matching reality.
