Human-Only Decision. A consequential judgment that the architecture may prepare, inform, record, route, and verify, but may not finally make. Human-only decisions are the explicit boundary between governed assistance and transferred authority: stable promotion, release approval, exception acceptance, and irreversible delegation stay with accountable people.
