A data-request blocker turns an evidence gap into visible workflow state instead of letting the system guess, stall vaguely, or bury uncertainty in prose.
It is the workflow mechanism for refusal to guess: the system keeps the missing fact explicit instead of fabricating a value so the plan looks complete.
SADIE uses this shape when required information is missing: the system asks for the missing fact, keeps dependent approvals or external effects from proceeding, and lets safe internal preparation continue. It is the operational form of "insufficient evidence" in a workflow platform.
