Constitution Gate

Constitution Gate. The prerequisite Control Plane boundary that says durable canon work may begin only after the governing specs, rationale, review rules, and release rules exist. A constitution gate does not stop learning or drafting; it stops ungoverned expansion from pretending to be canonical. New laws, patterns, projections, and release claims must pass through the spec set that defines where truth lives, how review works, and what evidence is required.
