Action-Rights Envelope. The explicit boundary around what an actor may do: allowed actions, execution mode, tier ceiling, approval mode, policy constraints, and the scope in which those facts apply. It is narrower than identity and sharper than role membership; it says which consequential actions this actor may attempt, how far they may go, and what must be true before execution.
The Canon's AISDR and EDDA material names the shape repeatedly: action rights are checked with policy, approval, evidence, connector boundaries, and decision records before external effects are allowed. A role says who the actor is. An action-rights envelope says what that actor may actually do in this mode, at this tier, under this approval mode.
